My neighbor has at least seven cats and at night they all come over and use my front and back flower and vegetable garden as a litter box. I’ve talked to the neighbor about keeping the cats in and a few days ago (this was advice from the humane society) started to trap the cats and have the humane society come and get them, the guy said they are breaking the city code for having this many cats and the smell is so unbearable in the front yard, that the humane society guy said “I’d be doing exactly the same thing”
NOW that we’ve caught like four cats, the lady has took it upon herself to put poster size boards over her windows saying “YOU ARE HORRIBLE NEIGHBORS!” MOVE AWAY NOW HORRIBLE PEOPLE” and even has two poster size boards on her front fence saying “the people at (my address) are horrible people”
This is so out of hand and I’m so sad it has come to this, I have tried talking to her about it several times and when I caught the first cat, I took it to her house and her husband even said “just take it to the humane society”
But the signs on the windows and fence, I feel like this is straight harassment and have no idea what to do about this. Like I don’t want to be all psycho and call the cops. I went over there today after I saw the signs on the windows and she didn’t answer the door so what more can I do????

just call 311 (non emegency police) and file a complaint

if they are breaking a city code with too many cats, report them to the city, they will be forced to get rid of the excess
I believe there are deterrents you can put out that will discourage them coming into your yard, check with the vet about such things
Well first I’d ask her what the hell is wrong with her, then I tell her to keep her gosh darn cats on her own property. If she doesn’t I’d take them all to the humane society and tell them that your dumbass neighbor isn’t a sane owner. To me it sounds like she is a horrible neighbor.
Personally I hate cats, but they should be treated fairly. If she isn’t taking good care of them take them to the humane society so that they can have a owner that will care for them.
I think the police now need to get involved. Her signs in her window is a form of harassment. Plus if she is breaking the law with too many cats, then the police will file a report and hopefully this will get the ball rolling. Good luck.
If you are asking if you live in place that recognizes the right to people to express the opinion that you are a horrible neighbor, I do not know. I live in such a place, but there are plenty of places in the world that restrict to public expression of opinion.
Report to the council and call the police.

If it were me, I would ignore the lady. Or put signs up cat crossing, watch out for cats, out of control.

She is not playing with a full deck.
I am sure the town , city, county counsel have a law on pet ownership (Number allowed), leash laws, picking up their poop (littering)
I had a neighbor complaining about a neighbor call years ago. He finally had enough and took all the poop bagged it up, put it on their porch, lit it on fire and left.
